If the offer is the only one you have received on your house in Campbell CA, you should definitely respond to the low offer with a counter offer.  Your real estate agent can help you with the amount to counter at.  Some buyers like to test the seller to see how low they will go.  It does not hurt to counter the buyer back with a reasonable price.  If the buyer is stuck on his original low offer, then you can just move on and wait for a more reasonable buyer.
